As States Fight for Healthcare Reform, Healthcare IT Takes Center Stage

According to Healthcare IT News, at the recent HIMSS annual conference in Atlanta, GA, co-chair of the State Alliance for e-Health, Vermont’s Governor Jim Douglas stated” “In this current economic situation, pressure will intensify over time to develop health information exchanges in states,” Douglas said. “If we work together, we can transform our healthcare system. You wouldn’t be at this HIMSS annual conference if you didn’t believe that too.”

Douglas has been a long-time supporter of healthcare reform, and his stance is that if Americans are healthier, they’ll spend less money on healthcare, helping to end the cyclic battle of costs, affordability, and rising insurance premiums for both practitioners and patients plaguing the system for decades. Now, it’s not exactly rocket science to say that healthier people spend less on healthcare; the focus turns to HOW to make that scenario a reality.

In the Wake of the HITECH Act, the Federal Government Calls for a Health IT Task Force

There has been an ongoing debate over the stringency of the guidelines for “meaningful use” in regards to EMR implementation for healthcare providers. Healthcare practitioners say that the guidelines are all but unattainable, while the government notes that there remains a real need to regulate the funds allotted via the HITECH Act last year to providers that plan to use the technology in their offices.

As such, to hasten as resolution and come to best ends for all parties involves, the White House has called for the creation of a task for health care IT to manage the negotiations and come to a resolution as quickly as possible.

As part of the long-awaited healthcare policy reform, this issue is one of many that need to be resolved before the unresolved healthcare plan can be put into place. The purpose of the task force is to increase the expediency of the deliberations.

It is crucial that the criteria for “meaningful use” for EMR and healthcare technology be resolved quickly. The funding will be made available in 2011, leaving interested practitioners a closing window of time to decide if the final “meaningful use” guidelines are applicable to their office, to find a suitable and affordable EMR vendor and get the ball in motion with the funding applications before the beginning of next year.

Reducing the Meaningful Use Measure Clears the Road for Practitioners’ Interested in EMR

As 2011 slowly approaches, panel members of the federal health IT advisory group are reconsidering the stringent guidelines set for practitioners who are considering implementing an EMR system when the $44,000 federal tax credit proposed as part of the HITECH Act becomes available next year.

Despite the obvious benefits of implementing an Electronic Medical Records system to their offices like streamlined workflow, a paperless office and improved billing turnaround, many physician offices have been put off by the ongoing debates regarding the stipulations they’ll have to meet to qualify for the tax credit.

According to Healthcare IT News, “Some categories of meaningful use have multiple measures required of providers; others have just one.” According to co-chairman of a work group helping to reassess the guidelines, “We want specificity in standards, and if there’s more than one, we’d like to know why,” Egerman said.

The federal government is now reassessing and reducing these measures to allow for more medical offices to have the ability to implement these powerful healthcare IT tools, and obtain the funding to help cover initial costs. However, even with the proposed reductions to qualifying criteria, the bar may still be too high for the bulk of practitioners to meet.

Even with the stipulations reduced by 20% of the more difficult criteria, it is important for the members of the federal health IT advisory group to remember that the ultimate goal of EMR implementation is to improve the health system for patients. Considering the still-ongoing debate over healthcare reform, making EMR more easily obtainable for doctors is in the best interest of patients and will help reduce overall healthcare costs as well.

Considering recent history’s tales of tax assistance and misappropriated finds, it is understandable that the federal government is walking cautiously along this path. However, by reducing the stipulations of the tax credit so more physicians can implement EMR to their practice, the ultimate result will be to reduce healthcare costs and put patient care first,  which removes a lot of the debate over healthcare reform now and for the future.
